Sections: 5.4.8, 7.1
Description: This Planning Guide Revision Request (PGRR) proposes to change the Market Information System (MIS) classification of certain studies undertaken as part of the Generation Interconnection of Change Request (GINR) process. Specifically, this PGRR would require ERCOT to post ERCOT’s security screening study and three parts of the Transmission Service Provider’s Full Interconnection Study—the steady-state, system protection, and facility study—to the MIS Secure Area, making that information available to all Market Participants. However, consistent with Nodal Protocol Revision Request (NPRR) 703, this PGRR would continue to require ERCOT to post all dynamic and transient stability studies and any sub-synchronous oscillation (SSO) studies to the MIS Certified Area for TSPs only. ERCOT expects that this PGRR will be revised in accordance with the categorization of interconnection study information stakeholders ultimately find appropriate in NPRR703. In addition, this PGRR would clarify that economic studies for transmission projects proposed as a result of a new GINR Project must be posted to the MIS Secure Area. This PGRR would also add the appropriate Market Participant category to the data set table where it indicates that certain information will be posted to the MIS Certified Area. Finally, this PGRR would clarify that the final stability study and any SSO study should be submitted to ERCOT separately from the remainder of the FIS to facilitate posting on the appropriate areas of the MIS.
Reason: Regulatory requirements and enhancements to Market efficiencies.
