Adjust the computation of the Balancing Energy Neutrality Adjustment to more accurately assign the payments and charges to Load Serving Entities. This PRR, combined with PRR277 (to be modified consistent with PRR280 such that all zonal congestion is collected via the SCF) will be effective during the CSC uplift period.
