An across-the-board mandatory balancing down requirement can prevent QFs such as Gregory from providing contracted service to their thermal host. This reduces the reliability of QF service, threatens the thermal hosts service, potentially violates PURA §39.151 (l) by interrupting an internal process operation associated with an industrial generation facility, and is opposed to federal policies favoring QF development.
