This PRR is one of a group of PRRs [#s 334-340] that the submitter requested be considered as a single vote. To be fair to renewable resources without increasing the costs of Local Congestion, this PRR credits renewable resources that provide OOME Down service by awarding the resource RECs for energy not generated by the renewable resource due to providing the OOME Down service. This solution will also require an amendment to PUCT Substantive Rule 25.173.
