| Description: | Currently, the Protocols require that changes to CSCs and Congestion Zones are effective on January 1st. This PRR proposes to modify the date that changes to CSCs and Congestions Zones will become effective on April 1st, if required. It also proposes a modification to the monthly TCR auction for the months of January through March 2005, the annual auctions for 2005 and 2006. |
