Description: Provide the ability for ERCOT to re-instate ESI IDs incorrectly placed into an inactive status
Reason: ESI IDs have been found in an active status at TDSP and CR locations but inactive at ERCOT. These situations can create settlement inaccuracy and needlessly create additional UFE. Interpretation of current protocol language does not allow ERCOT to re-instate (œun-retir€?) the ESI ID although it was incorrectly placed into the inactive status.
