| Description: | Exclude units undergoing required testing from having to bid down balancing. Exclude units with physical and/or mechanical issues from having to show an inaccurate LSL and/or HSL. Exclude hours where the QSE updated their Resource Plan after the close of the Adjustment Period and failed to pass the Adjustment Period Zonal Schedule Measure for those hours. Clarify that the Down Bid & Obligation Measure is done by Congestion Zone when possible. Update the Resource Plan Performance Metrics to include improvements being made to the Resource Plan as part of Release 4. |
| Reason: | Clarify that units undergoing required testing should not be moved down and should not have to bid down balancing while they are testing. Allow QSEs to update their Resource Plans after the close of the Adjustment Period and not count those updates against them when calculating their scores for the Resource Plan Performance Metrics. Allow QSEs who have physical and/or mechanical issues with their units to not have those issues affect their Resource Plan Performance Metric Scores. Clarify that Down Balancing is required in every Congestion Zone whenever it is physically possible. |
