| Description: | Allows QSEs to re-qualify as provider(s) of Responsive Reserve Service, Balancing Energy Service, Regulation Service, and Non-Spinning Reserve Service based upon demonstrated historical performance in lieu of repeating the qualification test(s). |
| Reason: | The consistently demonstrated capability of QSEs to provide Ancillary Services imparts the same level of confidence as providing those Ancillary Services in a qualification test. Therefore, requiring another qualification test for QSEs that demonstrate high performance is unnecessary. |
