| Reason: | The mandatory installation requirement for IDRs specifies that IDRs are required for Customers served at transmission voltage. The IDR Optional Removal Provision allows removals for Customers whose demands have remained below the IDR Optional Removal Threshold or for new Customer Move-Ins whose demands have remained below the IDR Mandatory Installation Threshold. The revision clarifies that removal is not allowed regardless of a Customer™s demands, if the customer is served at transmission voltage |
