Description:	This PRR will correct an over collection and inequitable negative uplift charge, aligning RPRS payments with RPRS procurement costs.
Reason:	When ERCOT procures PCRP, it collects more payments then are required to pay resources for the procurements, then uplifts the excess revenue collected on a load ratio share. This presents a gaming opportunity. This PRR fixes this issue and eliminates the ability to game the market due to over-collections period.
