Description: | Revises Sections 4.5.2 and 6.5.2 to allow QSEs to submit a ramp rate curve to ERCOT that would be used to calculate an equivalent ramp rate for clearing the balancing energy market. |
Reason: | Many QSEs in the ERCOT market represent Resources that have multiple ramp rates. The protocols unnecessarily limit QSEs to providing one ramp rate for up balancing and one for down balancing. This limitation may cause QSEs to dampen the overall ramp rate for balancing, which prevents ERCOT from fully deploying the balancing energy that is available from a QSE™s Resource or fleet. Being able to more accurately submit balancing bids based on actual generation ramp rates would give ERCOT a more realistic picture of a QS€™s available energy. Being limited to one ramp rate also hinders a Q’s ability to pass the SCE metric, because a QSE at times n’t accurately portray a Resoce’s generation level |
