| Reason: | The Protocol revisions proposed herein allow a resource owner an opportunity to recover the nodal implementation surcharge if and when the resource owner submits verifiable cost information for any of the following reliability services: OOMC, OOME, Zonal OOME, Local Congestion Replacement Reserve and RMR. |
