Background

Status: Approved
Date Posted: Jan 18, 2007
Sponsor: Karen Farley on behalf of ERCOT
Urgent: No
Sections: 15, Customer Registration 15.1.1.4, Switch Registration Notification Request to TDSP 15.1.1.6, Response to Valid Switch Request 15.1.1.10, Rejection of Switch Request 15.1.2.2, Response to Drop to Affiliate Retail Electric Provider Request 15.1.2.4, Notification to TDSP of Drop to Affiliate Retail Electric Provider 15.4.1.4, New ESI ID Creation
Description: This PRR proposes the following revisions which are recommended by ERCOT: 1) Add paragraph to outline the prioritization of transactions at ERCOT. 2) Revise transaction timings for Off-Cycle Switches and Off-Cycle Drops to AREP. a) Off-Cycle Switches should be added to Level 4 Transactions to be processed within one (1) Retail Business Day. b) Off-Cycle Drops to AREP should be added to the Level 4 Transactions to be processed within one (1) Retail Business Day. 3) Add language in Section 15.4.1.4 for New ESI ID Creation that explains a retry process for 814_20s.
Reason: 1) ERCOT recommends the new language proposed to outline the prioritization of transactions that are inline with the PRR672 Collaborative Analysis results. 2) ERCOT recommends the revisions based upon the PRR672 Collaborative Analysis conducted in 3rd / 4th Quarter of 2006. Moving the timing of Off-Cycle Switches and Off-Cycle Drops to AREP to the one (1) Retail Business Day instead of the PRR672 language that requests two (2) Retail Business Hours. Listed below are ERCOT™s reasons for requesting the change. Off-Cycle Switches >• Protocol language for First Available Switch Date (FASD). Off-Cycle Drops to AREPp>• Market behavior of sending at least eight (8) days from date requeed – changing the timing does not change the result for the end use Customer.
