Description: This revision request tightens the requirements for initial qualification; introduces periodic testing requirements; and provides for more clearly defined conditions that would disqualify a Load acting as Resource (LaaR) for under/non-performance.
Reason: LaaR deployments that took place on 4/17/06 and 10/3/06 did not perform as required. To ensure timely deployment of LaaRs, this PRR introduces an initial qualification of LaaRs; establishes new annual testing requirements; and provides more definitive process for disqualification of an individual LaaR.
