| Description: | This Protocol Revision Request (PRR) allows Distributed Energy Resources (DERs) to participate in Responsive Reserve Service (RRS) markets subject to the restrictions provided in the Protocols and Operating Guides. The sponsor of this PRR anticipates that changes to the Operating Guides would also need to be made to define the set points for the under-frequency relays. The sponsor proposes setting these values at 59.7 to parallel the action of under-frequency relay breakers in Loads acting as a Resource (LaaR). |
