Description: Stakeholders participating in the special task force on steady state performance metrics for Resources in response to the Public Utility Commission of Texas (PUCT) Staff’s draft Protocol Revision Request (PRR) 586, SCE Performance and Regulation Cost Re-allocation, purposely and temporarily exempted Wind-powered Generation Resource (WGR)-only Qualified Scheduling Entities (QSEs) from the metric they developed in order to focus on the task of building a meaningful metric for all other Resource technologies. This PRR would eliminate that exemption and place WGR-only QSEs on an even playing field with other technologies based on their impact to the system’s reliability and Ancillary Services procured and in recognition of the maturity of the technology to date as evidenced in select white papers promoting WGR provision of Ancillary Services.
Reason: Stakeholders received a mandate from the ERCOT Board on April 22, 2009 to implement a meaningful performance metric for WGRs, which have been exempt from a Schedule Control Error (SCE) performance metric since the approval of PRR662, Modify Ancillary Service Deployment Performance Conditions, on June 20, 2006. The ERCOT Board at its December 9, 2008 meeting tasked the Technical Advisory Committee (TAC) with the obligation to bring back to the ERCOT Board within 120 days such a metric as a part of the discussion on approving PRR777. Stakeholders have yet to fulfill that obligation. Excerpted from the December 2008 ERCOT Board Meeting Minutes: Dr. Patton withdrew his prior motion, and made a new motion to direct TAC to bring forward replacement metrics for WGRs within 120 days. The motion was seconded by Mr. Armentrout. The motion passed by unanimous voice vote with no abstentions.
