Allow a DTM ( date time reference) segment to be added to the 814_13 that will allow the TDSP to respond to a date change request with a different date than the requested date. The 814_13 will flow from the TDSP to ERCOT and ERCOT will forward the information to the CR.
Reason:
TDSPs will responded with the appropriate scheduled date in the DTM segment of the 814_13.
