Description:
There are limited options for the CR to communicate to the TDSP when a customer request a MVO and request that the meter and / or service be disconnected. Recommend additional codes be added to the REF02 segment to better identify the requested action.
Reason:
Operational/System Impact: When the TDSP receives the B44 code, it is unclear if the request is for a meter removal, disconnection at the pole or removal of service. The TDSP will evaluate the request when they arrive at the premise, but may not be able to determine what the customer has requested. This lack of clarity provided by a single code often results in a service removal when unnecessary, or a meter removal when the customer has requested a service disconnect.
Market Impact: A lack of clarity in the existing codes often results in delays to the end use customer and additional transactions being sent for clarification, resulting in excessive cost to the TDSP, CR and Customer. Often, a second trip to the premise is necessary, and the potential for removing a service that does not need to be removed exist.
