Rep of Record is not validated at ERCOT on Requests for Historical Usage (814_26)
Reason:
Operational/System Impact: Currently ERCOT does not validate whether the 814_26 Historical Usage Request received was sent by the Rep of Record or pending Rep of Record.
Market Impact: Depending on whether or not the TDSP validates Rep of Record on 814_26 Historical Usage Requests, the TDSP may send historical usage to a CR that never becomes the Rep of Record.
