Define procedures and processes for TDSPs to follow in regards to smoothing usage.
Reason:
Operational/System Impact: The information with in the transaction will pass validations. However, the values within the transaction do not seem to represent the customer normal usage pattern.
Market Impact: This issue impacts the end use customer when they receive the invoice from the CR. The invoice does not accurately represent the usage pattern at the customer's premise.
