Currently TDSPs communicate the adding and removing of unmetered devices in different ways
Reason:
Operational/System Impact: CRs have to receive multiple methods for adding and removing unmetered devices.
Market Impact: Creates CR difficulties in understanding the actual number of devices added or removed.
