To address access issues interfering with the completion of the Move-Out request, the Customer Contact telephone number in the PER 03 and PER04 segment of the 814_24 needs to be a required field. This will allow the TDSP the opportunity to attempt contact with the retail customer to gain access to obtain an actual reading on the meter for the final invoice to the CR.
Reason:
Operational/System Impact: When the TDSP is forced to complete a move-out with an estimated read due to access issues, the premise is left in an energized state creating the potential for an ESI ID without a rep of record.
Market Impact: UFE is a market issue. With a contact telephone number on the 814_24, the TDSP can try contacting the customer thus helping to cut down on unnecessary UFE.
