ERCOT is currently rejecting 867_03 Monthly Usage transactions for IDR ESI IDs that have "QTY=KA" (Estimated) at the Detail Level for an interval reading. TDSPs were not planning to provide a REF~5I based upon the detail QTY= KA. We were only going to provide the REF~5I if the Interval Summary (PTD*BO) was considered to be Estimated based upon a limited number of intervals that were estimated. It is stated in our tariff (4.8.1.4 Estimated Reading) as follows, which allows for some estimation within intervals without showing the entire month’s usage to be estimated for IDR ESI IDs.
Reason:
If not corrected, the TDSPs will not be able to provide the CRs with their IDR 867_03’s even if one interval was estimated and the TDSPs do not think that was the intent of the rule or the request of the CRs when making changes to the Tariff, as well as, the TDSPs cannot change an interval from ‘Estimated’ to ‘Actual’ when these were not actual readings just to get ERCOT to accept these transactions. This change needs to be implemented as an emergency to prevent a large number of back-logged 867_03s for IDR usage held by the TDSPs and any billing delays created from TDSPs to CR and CR to end-use customer.
