Ts and Cs Requirement 3 modified the "Cancel Restatement" process. The Implementation guide in the 867_03 contradicts the process currently. The removal of the text "If usage is canceled and restated, the restatement is sent as an original" will make the guide compliant with the Ts and Cs requirement.
Reason:
Due to Ts and Cs the 00 is not longer sent when a restatement is issued. Therefore the language in the BPT~01 is incorrect.
No current market impact, but if new entrants do not have the 3.0 requirements and code to the guides this could lead to confusion and improper interpretation. Need to remove the statement "If usage is canceled and restated, the restatement is sent as an original".
