ERCOT provided a Power Point presentation that outlines some of the questions that should be considered if we continue changing the evaluation periods. ERCOT provided statistics on cancels with approvals and potential MIMO impacts to a change of this magnitude
Investigations/research will need to be completed by ERCOT to determine if days can be shortened for the evaluation periods resulting in a Move-In/Move-Out or Switch. ERCOT stated it may take several months to investigate because all their stacking logic is built on these evaluation windows, it would not be just changing a table and we are ready to go. TDSPs have also built their MIMO logic to mimic ERCOT’s existing timelines. Another investigation would be for ERCOT to look at how and what would it take to provide a move-in/move-out for the same date and not request read dates 1-day apart. Future AMR impacts may prove to be beneficial in determine if reducing window for switches and move-ins/move-outs could be done to allow switches and move-ins to be completed on a faster timeline. Investigate adverse affects/impacts as well to making these changes.

Due to improvements in processing times by ERCOT and Market Participants, the current evaluation windows of 5 days for a Switch and 2 days for a MVI are no longer necessary and should be shortened.
Reason:
If Market Participants were able to submit cancels for Switches and MVIs up to the requested date this would minimize negative impacts to customers and reduce the number of Inadvertent Gains. ERCOT should consider shortening the evaluation windows for Switches and MVIs.
