Investigations will be needed to determine the severity of this issue (volume) and determine what would be the best resolution, if a resolution is needed. ERCOT will investigate the 814_24's that are on the missing 867_03 (final) reports to determine if we have a problem serious enough to warrant changes in systems and/or protocols. AEP’s comment is that they clear out the outstanding 814_24 from their systems because the 814_16 completed and the final billing was created as a force-out.

TDSPs are not receiving an 814_08 Cancel for a 814_24 Move-Out request in the evaluation period that is a Second Requests (2MR) when a MVI is received requesting same day or next day Move-In, which will result in an Forced Move-Out with the MVI. ERCOT is expecting an 814_28 Complete Unexecutable for these types of scenarios; however, due to Protocol language (Section 15.1.4.4) concerning Second Request Move-Out, a TDSP is not permitted to provide a Complete Unexecutable in these situations.
Reason:
814_08 Non-Response Driven Cancellation request would eliminate issues with MarkeTrak to investigate transactions that have been completed via the Forced MVO/MVI process and a final reading has been obtained to final bill the losing CR’s Customer. It should be the same process as any other 814_24 that meets the MVI Date requirements for a 814_08 cancel -- due to Forced MVO/MVI.
CenterPoint Energy would like to request that ERCOT send an 814_08 Non-Response driven Cancel on all 814_24 Move-Out request based upon the scheduled date in 814_04 transaction as the trigger to send the Cancel opposed to the 814_03, this would include 814_24 (MVO) transactions in the evaluation window.
