Oncor, CNP and AEP confirmed that they will use MSC034 until a new code is created. TNMP has not yet determined which code they will use for EECRF but will let TX SET know as soon as they can. TX SET decided that a new SAC04 code should be added in the next TX SET release that is dedicated for this purpose and that the code should be MSC041 "Energy Efficiency Cost Recovery Factor". Johnny Robertson will request that UIG leadership add the code to the UIG list of approved codes posted on the UIG website. A change control will be required. Closing Issue.

Johnny checked with the current UIG leadership and they recommended that we create a new SAC04 code to use for this purpose since there is not an existing code that fits our market’s need. Johnny will lead the effort to propose a recommendation to TX SET and then we will need to get approval from UIG leadership and have the code added to the UIG list of approved codes maintained on the UIG website.
Long term agreement: TX SET agreed that the Energy Efficiency Cost Recovery Factor (EECRF) will need its own code instead of taking an existing code. Until a TX SET release can be implemented with this change to include the new code the short term solution will be MSC034 "Special Products/Services with a SAC15 description "Energy Efficiency Cost Recovery Factor". Action Item: Johnny Robertson will investigate the UIG codes to determine if there is a specific code already assigned for Energy Efficiency Cost Recovery Factor (EECRF).
The EECRF will be implemented by TDSPs at different times, starting at the end of 2008, and the TDSPs will notify REPs of what SAC04 code will be used until a permanent one is added as a result of this Issue document. TX SET reviewed the UIG list of SAC04 codes and there is not one for this type of charge. Therefore, TX SET is proposing to use MSC034 "Special Products/Services" (which will be used in the interim period prior to the next release). The TDSPs to investigate whether or not they can commit to using this code ONLY for this purpose and adding grey box text or whether they need to maintain flexibility to use it for other purposes in conjunction with a SAC15 description.

Description:
New sub rule 25.181 allows an EECRF (Energy Efficiency Cost Recovery Factor) that will require one in rate cases pending or filed after December 31, 2007, therefore a new SAC 04 Code will be needed to uniquely identify the EECRF ( Energy Efficiency Cost Recovery Factor) applied to each invoice from the TDSP to the CR.
