The MVI will be suspended in ERCOTs system when the ESIID has a Switch Hold applied for Meter Tampering or Defer Payment agreement with an 814_28 from the TDSP.
Benefit would be the CR would not have to submit a second Move In. This get’s the Move In into the system before 5:00 and just holds it there and thereby potentially avoiding a priority fee for the customer. If we do have to pend this, the suggestion is to make both processes the same. It’s not as simple as copying the current permit pending logic, it’s much more in depth than that. There is a different set of logic that will need to be walked through.

Description:
All Market participants must make change for Switch Hold to follow a pending process similar to the process for TDSP pending orders for City Inspections. Comply with market rules.
Reason:
Better Customer experience with Move -- in process and completion on date requested without processing delays or manual workaround.
Ability to provide complete Unexecutable Reason back to New REP submitting a MVI when a Switch Hold has been placed on the ESIID for either Tampering or Defer Payment.
Add a new Complete Unexecutable Reason of S004 for switch hold.
