TX SET should consider approving a request to modify Protocols, Solution to Stacking and create Change Controls to change ERCOT’s systems to only forward the 814_20 Maintenance transactions to the Current Rep of Record and any orders Scheduled in ERCOT's system.
Next Step:
814_20M will be forwarded to the Current ROR and any CRs that have a Scheduled order at the time the 814_20M is processed at ERCOT. NPRR will be created for this change.

Description:
Change ERCOT’s forwarding process for 814_20 Maintenance transactions to only apply to Current REP of Record state and any CRs where enrollment transaction is in a "Scheduled" state when the 814_20 Maintenance transaction is received by ERCOT.
Reason:
If TX SET agrees, the only 814_20 Maintenance transaction(s) that would be communicated by ERCOT would be for Current REP of Record state and any enrollment transaction in a "Scheduled" state when ERCOT receives the 814_20 Maintenance transaction. If the MVI, MVO, MVO to CSA, or Switch transactions are in a scheduled state there is a higher probability that this "Scheduled" state would be completed and the "Scheduled" transaction would be communicated to the new Rep of Record, once completed, where receiving the 814_20 Maintenance information or changes to ESI ID provides benefits.
This would remove the forwarding of the 814_20 Maintenance transaction to CR's whose order was in an In-Review, Permit Pending or Cancel Pending state at ERCOT.
