Description:
Trying to determine if the REF~IX is required when the REF~MT is COMBO. The 814_04 Guide states that it is optional for COMBO, yet the subsequent transactions (that REPs code to) do not say.
Reason:
814 transactions are currently failing in REPs systems due to missing REF~IX for a COMBO meter. Per the 814_05, 814_14, and 814_22 it does not clearly state if the REF~IX is required for COMBO.
