Non - CSA CR sends a MVO with the indicator for bypass CSA at ERCOT. Non CSA CR is not always the owner of the CSA, causing the ESIID to become de-energized without CSA CRs knowledge.
Texas SET requested the withdrawal of NPRR583 that was previously submitted and elected to add a section to the Retail Market Guide with language to clarify the appropriate use of the REF*2W Bypass Code. A new REP Rule #13 will be drafted.
TX SET reviewed the change control and SCR submitted by Diana. The group modified the gray box in the REF~2W code to clarify that ERCOT will reject the 814_24 also if there is no current CSA CR in their system. The REF~1P~B44 section of the 814_24 was added to the change control in order to include gray box clarification that the REF~2W code does not need to be included in the 814_24 when the REF~1P~B44 code is used. Also, the REF~1P~B44 gray box was modified to state that ERCOT would reject the 814_24 if the REF~2W was included in conjunction with the REF~1P~B44 when the submitting CR was either not the current CSA CR or there was no CSA CR relationship set up in the ERCOT system. TX SET modified the SCR to include background information related to the issue, such as, the potential customer impact when a CSA is inappropriately bypassed during inclement weather. The gray box for the new CSA reject reason code was modified to include that ERCOT would also reject if there was no CSA agreement set up in the ERCOT system.
ERCOT will send notification to these REPs. Create a change control to clean up the language and write a System Change Request to ask ERCOT to implement validation.
