Texas SET membership reviewed the impact analysis with Troy Anderson, ERCOT, and will request that RMS endorse both the NPRR778 with a rank of 1700 and priority of 2016 and the RMGRR139, which contained no impact cost for ERCOT.
• RMS voted to approve NPRR778 language and RMGRR139 language at the June 7 RMS meeting. • ERCOT noted and Texas SET made changes to related language in Section 11, Solution to Stacking of the Retail Market Guide (RMG). • The Texas SET Chair will submit Texas SET comments to update this language under RMGRR139. • ERCOT provided an update for the NPRR778 Impact Analysis and stated that the estimated cost is $50K to $75K with estimated project duration of 3 to 6 months.
• Texas SET updated the language in Nodal Protocol Sections 15.1.7, Move In or Move Out Date Changes, and 15.1.8, Cancellation of Registration Transactions, to reflect the removal of the ERCOT one Retail Business Day evaluation window. • Texas SET changed the language to allow ERCOT to accept any date changes or cancellations, for scheduled requests, until midnight prior to the scheduled date and to reject any requests received on the scheduled date or backdated requests. • The TDSPs will use their existing internal logic to process any cancel or date change requests. • An NPRR to update sections 15.1.7, Move In or Move Out Date Changes, and 15.1.8, Cancellation of Registration Transactions, and an RMGRR to update Appendix 09 D1, Transaction Timing Matrix, will be created and reviewed at the April Texas SET meeting for final comment and consensus
Texas SET will need to submit an NPRR for the changes to ERCOT’s system and submit a change control to update the Implementation Guide language to update the reject code used in the 814_09 and the 814_13.
What kind of system changes will be required of all Market Participants? Will an NPRR be required? Yes Will this be a part of a Texas SET Release? Maybe not. Can the TDSPs eliminate the 1-Day window and what system impacts does this create? Can the requested date for a cancel of the MVI or MVO be changed to the same date or a future date (e.g. no backdating)? Are the impacts different for an 814_12 Date Change from an 814_08 Cancel? What are the impacts?

When a MVI or MVO has been submitted for an established AMSR meter and the customer requests to change the date or cancel within 1 day of the requested date, a MarkeTrak (MT) Cancel w/Approval must be submitted. Unfortunately, the MT may not be worked in time for the cancel or date change to be effectuated thus creating a potential Inadvertent Gain/Loss (IGL) scenario, especially when this scenario lands on a Friday to change or cancel a Saturday or Monday MVI.
Reason:
Increases REP production time for creation and processing of cancel w/approval MarkeTraks of which would eventually be cancelled, increasing production time for TDSPs, especially when occurring on a Friday to change or cancel a Saturday or Monday MVI. This also increases the number of IGL MarkeTraks to be created and processed which could have been avoided. Allow for cancel (814_08) and date change (812_12) transactionsto be processed at ERCOT and TDUs within the 1 day window time frame without being rejected.
