Description:	This change control is adding clarifying language into the gray box that was approved in Change Control 2010-735 by TX SET on 10/12/10 to know which Switch Hold is required to be notified to the gaining POLR CR in the event of a Mass Transition according to the Tampering Rule
Reason:	In order to support Meter Tampering Rulemaking, if a Mass Transition were to occur the TDSP will remove the Switch Hold Flag and notify the POLR CR. To accomplish this, a new REF segment will be added to the 814_04 and 814_14 to notify the POLR that a Switch Hold existed prior to the Mass Transition. (REF~SH)
